I saw a girl here in the comments say that her, her name is Honey, neighbors are backyard breeding her, they have other dogs as well. If someone knows the address they can report them. Philadelphia has enacted a temporary, three-year moratorium on unlicensed puppy breeding, sales, and transfers. Signed by Mayor Cherelle Parker, the law specifically prohibits the breeding of dogs and the sale or adoption of puppies under seven months old. The legislation (Bill 250989) includes the following key details: The Ban: Anyone owning a female dog in the city must take "reasonable measures" (such as spaying, supervision, or separation) to prevent the birth of a litter.The Exemptions: The breeding and transfer ban does not apply to non-profit animal rescues, organizations with valid Pennsylvania kennel licenses, or bona fide service and law enforcement programs.Goal: The measure aims to curb unregulated breeding and ease severe overcrowding at ACCT Philly, the city's main animal care and control shelter
