Black dog with collar and i think i saw a tag, wouldn’t let me get close to it, had kinda young scared deep bark?

Brandon Lee Hull i saw this dog near the benches and i immediately went to dog mom voice “come hear babyyyy come here it’s okay you want a treat” it looked at me and i saw a collar and im like 98% sure i saw a tag too, im pretty sure i heard a jingle when it ran away, it looked to be a all black dog, then it went to someone’s fence, turned around, stared at me and was barking but like not aggressive at all. like the hey im scared leave me alone bark, and i crouched but when i got up i guess i freaked it out so it ran, i looked down the road and didnt see it. i sat at the park for 15-20 more mins but didnt see anything else.
