Small brown/rusty color dog. Maybe terror chi mix. Very thin.

I do not live here we drive a semi truck and do pass thru here but I saw 2 dogs running down misson and I was unable to get actual pics so I looked up online similar dogs to what I saw. Again there are 2 the other one had a blue tag on its collar but neither dog would let me get close. I did quickly stop and leave food and water this one though would not even approach for that.. I do know that is a bzy area if that is your dog or you can help. Plz do so. Ty
