Put his unwashed towels outside on a hanger, on a windowsill,a fence, an elevated deck,,at the base of the roof,put his owner's unwashed, worn clothes outside on a clothing line,or on a hanger on a windowsill,on a deck, a fire escape,etc,the scent will travel and help guide the cat back home

Post on Nextdoor and Neighbors app, file a Lost report with the local animal shelter, check the shelter a couple of times a week bring proof of ownership;Vet bills,pictures,vaccine records subscriptions,etc. Please read my comments here

Open the official .gov site, search your home address, and make sure the 'Parcels' and 'Addresses' layers are turned on. Print a few copies so your search party can mark off exactly which houses have been checked or door-knocked.
