What kind of ‘distress’ is it in? From this photo -it looks fine. He may be an in/out cat who was .. out. He looks healthy and cared for. You can help find his humans : Knock on doors & talk to people on the street - they may know of her/him - someone may be out looking for their cat.😕 File a FOUND report with Toronto/other Animal Services & rescues in case their owner goes there looking for him. Also post on neighbourhood social media sites. Make sure you don’t just hand him over to anyone - they should have other photos of him Etc to prove ownership. Take the cat to be scanned for a microchip at a vet tomorrow (free service) to try and find his owner. The vet may even know of him! Keep safe until you find his owner.🥰

It would be a good idea to contact Toronto Animal Services and file a Found Pet report. You could check the Lost Pets section of their website, too. It’s best if you (and/or others) are able to contain the cat for its safety. It could probably be easily lured with some tuna or salmon.

Please insist that anyone who claims to own the cat shows you proof before you give them the cat. (ie., vet bills, photos, etc.)
