I’m so sorry, and shared this to every appropriate group I’m on that you hadn’t already hit. Considering you’re doing foster work, I guess no one needs to tell you the usual advice, but I’m going to anyway. They are likely close by. Indoor cats hole up in the nearest place that feels safe, under or behind things, shrubs, decks, window wells. A humane trap with smelly food (and if possible a camera) could be a big help. If the foster has bonded with them, they should put unwashed clothes out by their doors. (People will tell you to put out the litterbox - don’t do that, it can attract predators.) Put signs inside plastic sheet protectors on nearby poles. Tell neighbors to check cameras and keep an eye out. Go out at night and call softly, shaking a recognizable treat bag or toy. Consider a laser toy light or flashlight to draw the cats’ attention. Best wishes.
