Go knocking door to door asking your neighbors within a 2-3 block radius. Hand them a flyer with a photo of your cat/dog and a telephone number to be reached at. Hang up flyers outside and protect them with a plastic sleeve from the weather.

All the police and report it incase someone has called them saying they found a dog. Ask them who your local animal control is and who your local animal shelters are. I would call them and check them in person too
