Momma Dog with baby puppy

My family and I were at the Dollar General and saw a mom and her baby. Many people got food for her to eat, was able to pick up baby and pet mom but couldn't capture her. None of us was sure what to do. We didn't want to separate them. Able to capture puppy but not mom. We all ended up releasing the puppy back to mom and someone took the food near a building where they worked. Don't know if this was the best solution but we don't know if mom had more puppies.
