Black with white under chin and back legs and front paws. Has skin disorder or mange as seen in the photo.

This cat has come to our feral feeding station on our front porch several times in the last few weeks. It comes in the middle of the night to eat as with most ferals. It clearly has mange or a skin condition and needs treatment. Please help connect this cat with its owner!
