Jarvis Long III By Law a Finder must return a pet to the Owner. Pets are considered property in CA and MUST be returned. You can be criminally charged with theft or Grand Theft, depending on the value of the pet should you decide to keep, give away, etc. . You can NOT judge an owner by how the dog looks now. I have been on here Victorville, CA - Lost Dogs, Cats & Pets - PawBoost monitoring for a number of years now, and don’t recognize your name.
