Black female pitbull, appears to be dehydrated and weak

A black female Pit Bull was abandoned near Broadway Pl & W 40th Pl (4054 Broadway Pl, Los Angeles, CA 90037) and left tied to a LADOT bike rack on Friday. She was severely dehydrated (possibly suffering from a heat stroke), barely responsive, and unable to stand. After receiving water and having her body cooled with water, she can now walk, but she is still very weak and appears to need urgent medical attention. She has stayed on the same block, mostly between Broadway Pl & W 40th Pl and Broadway Pl & W 41st St, usually lying on the sidewalk or on the curb between parked cars. She appears to not be aggressive and has allowed people to approach to give her water. Does anyone know of a rescue or someone who can safely pick her up? She urgently needs help and care.
