Small black dog. Sweet and friendly but also seemed scared/skidish

Small black dog found outside of E6 apmts in East Austin. My neighbor and I both tried catching it so I could take care of him until I found his owners, but the dog kept darting away. The dog was very sweet and seemed friendly but also seemed scared and jumpy. I didn’t see a collar. Hoping we can reunite this baby with his people!
