Yes, spay/neuter is important. This dog may be fixed, but the thief may have not checked when they stole the dog & later found out, so they dumped him. They might have wanted to use him to sell for profit, but if he was fixed, they may have given up on that idea. The dog might also have been stolen by a disgruntled ex spouse, family member, roommate or neighbor & dumped out of spite. I’ve seen several posts this past year where that has happened to people’s pets.

Angela Burk You are correct!! He should be neutered! Spaying and neutering is something people can do to shorten the list! It helps dogs live a healthier life and prevents animals from running away, and someone from stealing your animal! People shouldn’t own an unfixed dogs! We are in a crisis here of overpopulation of animals! 💕🩷💕

Take him in the house give him a bath throw some eninge oil on that coat he need oatmeal and vitamin d to restore that hair a clean wash give him bout 2 weeks from now u thanc me later and clean his gut out that's why his allergies bad bacteria in his system can tell by his eyes they ain't care much for him to let him be out here in this hot ass heat
