He looks to have skin or food allergies. It’s itchy and painful for them. If anyone lives near this area, can you contact your local rescue to see if they can help trap so he or she can get some treatment? I am in Va and currently have a foster that looks just like him. He receives medicated bath, special food, etc just to try and ease symptoms.

Find his owners? So he can return to a neglected life and possibly even abused. Please be realistic to a pets need. I am dumbfounded you'd suggest "find the owners" at all.

Appears to have mange. Reynolds is a busy road. Regardless if the dog has an owner or not should not be roaming in a high traffic areas alone.
