Call any dog rescue in the area and call police- ask if anyone lost and reported the dog missing. Lets offer this woman money to give the dog up. Not fair to this beautiful dog to live on the streets neglected. I will be glad to pitch in and help with anything I can do. Someone is looking for this dog I am sure!!!! Or if the police can talk to her but i know this is hard!
