Please update when you can with any developments or additional information that might help. Did your friend actually say that she let the dog go loose, or tell you when this was or provide his last known location? Is it possible that she gave or sold the dog to someone else? This might be considered a property crime which could justify getting the police involved to put pressure on her. The screenshots you shared seem ambiguous.
