post on neighbors.ring, Nextdoor, and 24petconnect. Hang bilingual flyers. Ask for proof of ownership. Notify the county shelter that you have the pet. If you can’t foster him until the owner is found, do you have a trusted neighbor/friend/relative/coworker who can?
