Rottweiler puppy, roughly 6 months only. Very sweet, but skittish. Found with a red PetSafe shock collar. He was super hungry and thirsty.

I agree with the majority of the comments…DO NOT return this dog. He looks scared and malnourished and by the shock collar, treated with cruelty. Attached are some possible resources.
