Lee Anne Cox It should be, unless the dog is trained and working, such as on a farm since it's a herding dog, I don't know what possessed them to think a 5-month-old puppy is ready, trained and sound enough to ride unsecured, or secured, on a truck bed, but in my highest opinion, your dog, no matter the breed or job it's doing, a dog has no business being in the bed of the truck off of someones property, especially on a highway. So many accidents happen now a days, too many people have seen grown, trained dogs fall off or jump.off the bed of a truck and get hit.

Veronica Estrada I'm not saying I'm perfect, but I wouldn't put or allow A PUPPY on the bed of the truck, UNSECURED OR SECURED, especially going on the hwy. Unlike the owner, I have a feeling to ensure this puppy is SAFE and not endangered. A truly cared for and loved for dog, wouldn't be unsecured in the back of a truck and able to jump off. That dog is probably HURT.
