OMG was he in heat exhaustion? Is he still there and did you take him inside to cool down? If he's alright, you can take him to Mesquite Animal Control. At least he'd be inside and fed and watered. They would also scan him for a microchip and owners would look there first. It just makes me and everyone else so sad how little people pay attention to their pets. We are in such a terrible time of heat and people are letting their pets outside? This poor dog probably didn't make it is what it looks like. And he doesn't have ID tags on to call anyone. PLEASE PEOPLE KEEP YOUR PETS INSIDE, LEASH THEM TO POTTY AND TAKE THEM IN THE HOUSE! KEEP ID TAGS ON THEM!!!
