black tail and spot otherwise white cat occasionally says hi and stops by me and then goes and loafs on the neighbors Ramp and then takes back off

not sure but this is the second time at least we've seen this cat roaming as I have cats myself, this one is probably just looking for his "cat-bro" (my cats) to come out and play. Just want to make sure its not 100% lost.
