Dee Glass it’s a shame this dog went missing and I hope it never happens to you. The owner seems very caring and concerned about finding the dog. Dogs can be very hyper focused on getting out and slip past their owners or escape some other way that is not negligent. I do understand your concerns about dumped dogs though.
