Yellow parakeet with green tail and silver band on left foot

Is anybody missing a yellow parakeet? It’s yellow with a green tail and has very grown out toenails, I think it’s been outside a while. It has a silver band on its left foot that reads “PET U55 73782”. Please let me know if it’s familiar or you know someone missing a bird!!
