Update, he's been caught just tonight! My neighbor is taking him to a lady who volunteers with Paws to get him looked at and fixed. This poor guy has had that neck wound for over a year, he's a fighter.

I see him all the time on Hope Street as well, my neighbor and I feed him. He's had that neck injury for almost a year now, my husband managed to get a few doses of antibiotics to him. We also think he's fathered many kittens in the neighborhood. He's one tough and smart cat, he's knocked traps over before.
