That is what a tipped ear means, but I happen to have four of my six cats that are indoors only that have tipped ears. I rescued them from the west side of Cleveland and took them to the APL to get fixed, tested, and their vaccines. I did let them know that I would be keeping them inside, but they still tipped their ears. So it is possible that this could be somebody’s baby.

Left ear clipped means he has been trapped, neutered and then released. Probably a feral cat.
