Did you file a police report? The police usually do not want to get involved in these cases and consider them to be civil matters. Because pets are considered a personal property, it is difficult to prove the value of a dog, and unless it's a very expensive show dog, it doesn't fall into the category of being a felony. What you need to do is to file a replevin in District Court to reclaim your property, and the police report would be needed. Since you evidently know who took him, the court could force him to provide the information about who has your dog and require that your dog is returned.
