Light brown, had a purple/pink collar, wound on rear

The dog was on Washington and Union and then headed up on Union. This was at about 8.10am. There was a homeless encampment near by so the dog might belong to them. Tried catching but he ran off. I asked a worker in the parking lot if this was their dog but he said this was the first time he has seen the dog around the area. The dog did have on a pink/purple collar and had a wound of some kind on its rear. Posting in case he/she belongs to someone
