Found sitting on the side of the road late Thursday night / early Friday morning. Attemped to find an owner in the area, including with houseless neighbors. Appears to be young, very friendly, and otherwise healthy if underfed.

I agree! These poor innocent babies don't have a choice in their lives. I talked to a homeless guy with a puppy today. I just gave him names of veterinarian services in Portland that are free.
