Candy Robbins-Brown I would say YES. Chips can move around. I normally have my vet check mine at their yearly visit, just to be on the safe side. I also have a cat, when I checked with Home Again to make sure they had him under my name not my sister's (she was going out of country), he came up as a German Shepard! Vet mistake. So I would definitely check.

Hire a tracker. Bravo K911 also tracks cats. She also has great advice. Also check the shelters in person.
