Ashley Person This dog doesn't show signs of mistreatment, why on earth would you not look for the owners? It could have run away, it could be an older person. You absolutely have a duty to try and find the owners. If they don't claim them after a certain time, THEN you can start looking to rehome, but it's the right thing to do
