Grey fur(i think a russian blue), yellow or green eyes (unsure), seems to be younger but cant tell if just because its underweight

This cat I see usually in the mornings near where I live. It is EXTREMELY friendly. Meows at me and has even sat outside my door. Since it is so friendly towards humans I thought maybe it might be someone's cat. I currently don't have a pet carrier or any cat equipment to catch it.
