A horrible neighbor trapped her along with other cats and just admitted it yesterday. She won't come to anyone but me. This pic is her sister. I don't have any of Shadow. She comes to eat when I whistle like a chickadee.

Call the police and get your neighbor to admit where they dumped the cats. Otherwise, post the neighbors name on Facebook to warn others. Also send letters out to everyone in the neighborhood to warn them to keep their cats indoors.
