Sierra Gallegos it is not at all uncommon for the unhoused to steal peoples pets, it happened in our local town several times and the last time it was so well publicized that the people ended up getting their dog back.

Sierra Gallegos yes they steal dogs, a lot. They trade the dog around for drugs, the dog has to live on asphalt and pavement, on leash 100 of the time. They abuse them. If a dog is struggling that hard to get away from someone there is a reason.
