So quick to judge....I personally dont think a homeless person will take it upon themselves to "steal" someone's dog poor guy was probably struggling not only with his dog but in life aswell........ everyone has bad days and so do doggos be kind and be human instead of taking a Pic and assuming the worst simply put the phone down and ask the poor man if he needs help you clearly mentioned both him and the dog were struggling.
