Thank you for noticing that the cat may have been abandoned when someone moved out, or people may have been visiting and their cat somehow escaped. If you can handle the cat, you might buy a collar for the cat, fold a piece of paper with your phone number, tape it around the collar, asking if the cat has an owner. Yes. Some cats are allowed to roam, but that is not always the case. Many cats are simply abandoned.
