Black dog with white chest and brown on legs. Kind of looks like a Rottweiler mix

This dog has been roaming the back of Milford mill highschool for about a week and a half. He does not seem aggressive, have never heard him bark or growl but he will walk the opposite way when approached. Animal services will not pick up the dog unless it is on leash, which is hard to do since the dog is timid. The dog does not have a collar and seems to look like he is fixed
