People are stating the obvious I would assume you’ve already contacted the police and local shelters. One thing I would recommend doing is contacting the retrievers. They are a local nonprofit organization that helps reunite people with lost dogs. https://www.theretrievers.org/

You could contact The Retrievers or Lost K9 and see if either of those agencies are able to help. They are both nonprofits that help find missing dogs. They are run by volunteers so there is no charge. I am not sure they could help in this kind of situation but they may have ideas.
