Extremely friendly orange cat

This boy wandered into my yard on Monday and has not left. He is extremely skinny and vocal for affection. He has jumped in my lap, and been very friendly. Definitely not scared of people. He is chipped but after multiple attempts to reach out and get in contact with the owner, we believe he may have been dumped. His name on his chip was Carl and is 7 years old from ACCT.
