Any veterinarian office, emergency vet, petco or petsmart if there is a vet clinic inside can scan for a microchip for free and no appointment needed. Please make sure the person claiming the dog has proof of ownership...photos or veterinarian records etc. Put a post on the neighborhood Nextdoor maybe someone will recognize it and know who the owner is. Put some found dog signs in the area. Hope the owner is found soon 🙏 Please don't take to the overcrowded shelter it could be euthanized after the 3 day hold if not claimed by owner.
