Is this your sweet elderly chihuahua? He was found wandering on 16th in st Andrew's area of panama city. FL. Very hot and dehydrated and weak. He is at bay county animal control. They scanned him and he had a chip. His name is Casper. Original owner gave him to a cat rescue and think he was adopted out. If this is your dog or want this little guy, please come to animal control asap. They will hold him for 3 days before he gets euthanized.
