I caught sight of a very skinny, scared sheperd (possibly a german sheperd) while walking my own in West Fairmount Park today, on the trolley trail off of Belmont Plateau. It almost came to me, but got scared and ran off (I followed but could not find it). It was wearing a harness but I did not get close enough to see if there was a tag. It broke my heart and I'm hoping to help anyone looking for this baby!
