Beige shaggy dog, looks like a wheaten terrier, about 40 lbs, very friendly

I couldn't get a good photo of the dog so I'm using a photo that looks similar to it (looks like a Wheaten Terrier or some type of doodle mix). It is currently in the possession of an unhoused man in the W. 4th Street subway station. No tags but wearing a Gooby dog harness. I have a strong suspicion that this dog does not belong to the man who currently has him. I bought the dog water and tried to get more information but I think the man was suspicious of me. The dog is extremely friendly and seemed like it wanted to come with me.

Where was the photo taken? Is it an actual photo of the dog which was found by the subway station? A little confused - this does not look like NYC?

Hope Secured to safety. Hope breeds owner put up to date microchip. Unbelievable this dog lacked security. Busy location. Likely? Scared. Ran away ? Was stolen ? Then abandoned Hope reunited if!! Owner safe or adopted

Can you bring the dog inside to safety, food and water and then take to a vet to scan for chip? The vet may also recognize the dog and be able to contact its owners. Check with other local vets as well and contact the police. Also post fliers. And beware of bad actors!!!
