Appears to be a rainbow finch.
Message from Finder
A local veterinarian was walking by and spotted this pet bird. The bird is safely contained in a cardboard box and we would like return it to its owner. The vet’s take was that the bird didn’t look to be doing too well (perhaps it was lost for awhile?)
