fluffy white little dog

there is a man holding a small fluffy white dog going around the parking lot in the shopping center on w Sahara and s Decatur asking for spare change. he was near the Ross when i saw them. i can’t be sure, but I fear this is not his dog and maybe a stolen dog. I tried to get a good picture, sorry it’s from behind. Making sure that no one is missing this poor pup. It looks very friendly, wearing a green harness and a bluish collar. i am very worried about him or her, esp. in this heat.

Jessica Meghan please contact animal control if you see them again.. if it is his dog they can direct him to non-profit groups that help homeless or owners in need of assistance

I feel it better to be safe then sorry to question if this is anyone dog. Thank you for caring. No dog should be out in this heat, especially being carried adds body heat.
