There is a dog with a black leash on Prairie Avenue, in front of the Lone Palm Trailer Lodge trailer park in Inglewood. Looks like the same dog in this photo.

Please post on Neighbors.com and Nextdoor. Please check on the websites of all surrounding shelters. Don't rely on just looking for him close by. Check the homeless encampments in your area too.
