I have seen this intact male cat around often over the past year, in all weather conditions. He is VERY skittish. I figured he was a neighbors, indoor-outdoor cat in the Circles neighborhood area, as he seemed fairly healthy. Recently, he seems to be getting pretty skinny and hungry. I am concerned about his well-being and am posting this for confirmation that he has owner before taking any action like trying to bring him to a vet.
