I hope this has been reported to the police or the SPCA to make sure this dog is OK. From what I’m reading here sounds like the owner was not very good with this dog?

Just some info, the "owner" is an alcoholic vagrant that treats the dog poorly,often seen around commercial drive. I hope the dogs new owner takes care of him better.
