Please take them to the Montgomery County shelter. They should be aware of how the owner kept the dogs, and also they want pets that are microchipped to go to the shelter. They'll be safe there. It's one of the best shelters around.

I will donate $25/pup, a total of $50 to a FOSTER-BASED Rescue that steps up for BOTH pups. NEITHER SHOULD BE LEFT BEHIND. The Rescue must be credible and transparent. Thank you for keeping them safe. How sad the owner doesn't want them, and kept them in the backyard all along.😪 If you can, please hold on to them a bit longer. All Shelters are full. Recently, there was an appeal to the members of public to "temporarily foster" any found pups. Do you need food? Any supplies? I can send through Amazon. For your protection, 🎈Please ask the previous owners for a release of the pups to your temp custody. 🎈Also inform the Montgomery County Animal Shelter in Derwood, so they can advice you the best way to handle this situation 🎈We all can network these babies to find a Rescue to help them find a new furever home.

Maybe take them to the MC shelter in Derwood. If the owner had abandoned them Animal Control should be told.
