Thank you for not just giving him to anyone. If this happens to be the puppy behind me that I used my binoculars to see what was going on with the dog when it was much smaller, please do NOT give the dog back to them. The street is Kathlyn in Berkeley. I asked the man a 4 or 5 months back if his puppy was ok because of the sound it was making & he refused to answer me. So I got my binoculars out & he saw me with them & it chased the man & 2 kids back inside. So please do NOT give them the dog back. I fully believe they are abusive to the dog. But have no proof. I did hear a puppy whining a lot a couple of days ago when it was super hot outside but couldn't see it. So again please do NOT give it back to them.

Local vet office including emergency vet or possibly police station can free scan for a microchip. If someone tries to claim, please ask for proof of ownership (vet records, description of the collar pet was found wearing, unique markings, of the pet - information that you have not already included in your post). Post on Nextdoor app, Ring app, neighborhood Facebook groups, lost pet groups, and check/create a PawBoost alert. Hang FOUND signs around the area in ziplock bags (zip on the bottom) to protect from rain.
