Maybe this cat has a chip did you think about taking him to a animal shelter and see if they can run a scan on him to find the owner and see if he has a chip . they could also hold him over there until the owner comes and picks him up when they find a chip on him and if he doesn't have a chip at least he has a roof over his head and food in his belly every single day with water and a blanket and toys and treats . he'll be happy till he'll get a forever loving comb if he doesn't have a chip
